Under Section 12A (1) (b), define theterm College as any Institution, whether known as such or by any other namewhich provides for a course of study for obtaining any qualification from auniversity and which in accordance with the rules and regulations ofuniversity, is recognized as competent to provide for such course of study andpresent students undergoing such course of study for the examination for theaward of such qualification.Collegescan be divided into two (2) types: (i) University/Constituent College UniversityColleges are not to be confused with Colleges in University or Colleges named asUniversities. These are independent higher education institution which have thepower to awards degrees but do not have a university status (TargerStudy,2016).

In short colleges maintained by the University. (ii) AffiliatedCollege A College canbe a part of University or Affiliated with a University. The Colleges offers studyprogrammes under university affiliation (TargerStudy, 2016). Some collegesare given Autonomous Status. UGC has introduced a scheme of Autonomous collegeskeeping in view the objectives of the National Education Policy (NPE)(1986-92).

Some of the larger colleges also offer courses leading to Master’sdegree. Colleges in India play a crucial rolein developing and promoting higher educationA library attached to any educational Institutionis known as academic library. The college library acts as an auxiliaryunit to present institution in conveying out its objective effectively. It isan important intellectual resource of the academic community or it helpsthem in their self intellectual development to fulfill their curriculum requirementsand to promote knowledge. Therefore education and library have become so intervenedthat one cannot exists without the other.

In other words, the use of the college libraries is not only usefulbut it is also indispensable. However, it is certain that without agood college library, it will not be possible to maintain the standards ofteaching and study in the colleges.A collegeusually means educational establishment training. It opens to its entrant’snew vistas of knowledge; a sense of purpose and values enables themresponsive to the problems faced by the contemporary society andmotivates them to contribute their mite to the welfare of the fellow beings. Theeducation imparted therefore should be valuable, meaningful and relevant.

Insuch an educational process, the college libraries play a vital role.They provide room and give encouragement to the fulfillment ofindividual needs and requirements. The learning which takes placewithin the four walls of class room or laboratory is supplementedand complimented by a variety of resources and competent staff ofa very effective library.A well-organizedlibrary is essential for the teaching-learning process in a college, especiallywhen the emphasis is shifted from class room teaching to learningcentered process. A well equipped library is essential to a full andliberal education and to the general life of a college. It is a true laboratory,from which the users can get new ideas, assimilate them, experiment withthem and thus receive quality education which may prepare them for amore meaningful role in lives.

Educationis a lifelong process. Hence the users of the college library are to be made asinformation literates by conducting information literacy programmes to them.Anefficient college library should have the followings key components for providing veryeffective library and information servicesto its end users.·        A goodcollection of books and other learningand teaching materials;·        Theuser community, comprising of students,teachers, supporting staff, college, management and others getting requiredand standard library and information services;·        Verygood physical facilities likelibrary building, furniture and equipment;·        Staff ofthe library;·        Thecollege management; and·        Finance.
